Water 2 bureau (水二局)
The Water 2 bureau (水二局) is one of five five-element bureaus, and the fastest to start. It is taken from the nayin element of your Life Palace, and it does two concrete things: it decides where Zi Wei sits in your chart, and it sets your ten-year luck cycles running from age 2.
What the bureau actually decides
The bureau is structural rather than descriptive. Its first job is to place Zi Wei (紫微), and through Zi Wei every other major star, which means an error in the bureau puts the entire chart in the wrong seats. Its second job is timing: the number in the name is the age at which your first decade begins, so Water 2 opens at 2, and the following decades run 12, 22, 32 and so on. That single number shifts every decade boundary in your life by up to four years compared with someone on a different bureau, which is why two people born days apart can be reading completely different chapters.
What Water 2 does not mean
It does not mean you are a watery person. This is the most common misreading of the five bureaus, and it comes from confusing the bureau with the birth-year element or with the element of the Life Palace star. The bureau is a placement and timing device taken from the nayin of the Life Palace branch and stem together. Any personality reading in your chart comes from the stars in the Life Palace and its triangle, not from the bureau. Reading the early start
Because the cycles open at 2, a Water 2 chart moves into each new decade earlier than most. Practically, that means the decade you are currently living is likely to be one ahead of what someone guessing from your age would assume: at 31 you are already several years into the decade that a Water 2 chart began at 22, while a Fire 6 chart of the same age is still finishing the previous one. When a reading talks about a chapter closing or a new palace taking over, this is the number doing the work.

Does Water 2 bureau mean my element is water?
No. The bureau is derived from the nayin of the Life Palace and its job is to place Zi Wei and set your decade timings. Your temperament is read from the stars in the Life Palace and its triangle. Plenty of Water 2 charts have nothing watery about them.
Why does the bureau change where my stars are?
Because Zi Wei's position is calculated from the bureau number together with your lunar birth day, and every other major star is positioned relative to Zi Wei. Get the bureau wrong and the whole chart is misplaced, which is the single most common way an inaccurate chart goes wrong.
How do I find my bureau?
