Earth 5 bureau (土五局)
The Earth 5 bureau (土五局) is one of five five-element bureaus, taken from the nayin of your Life Palace. It places Zi Wei in the chart and starts your ten-year luck cycles at age 5, so your decades run 5, 15, 25, 35 and onward.
What the bureau actually decides
It places Zi Wei, using the bureau number together with your lunar birth day, and every other major star follows from where Zi Wei lands. It also fixes the age each decade opens, which for Earth 5 is 5. This is the mechanical spine of a chart rather than a reading, and it is worth caring about for one reason: an error here relocates every star, so a chart cast with the wrong bureau is not approximately right, it is wrong.
What Earth 5 does not mean
It does not make someone grounded, stubborn or practical. The bureau is derived from the nayin of the Life Palace's stem and branch, and its function is placement and timing, not temperament. It is also commonly confused with the birth-year element, which is a different thing entirely and frequently disagrees with it. Any statement about your character in a reading should trace back to the stars in your Life Palace and its triangle, never to the bureau.
Reading the timing
Earth 5 opens its decades at the mid-to-late end of the five, so its boundaries fall around the middle of each decade of life. Someone aged 34 on Earth 5 is near the end of the chapter that opened at 25, with the next one starting at 35 - a genuinely different position from a Water 2 chart of the same age, which changed over two years ago. This is why 'what decade am I in' is not answerable from age alone.

Is Earth 5 a stable or slow bureau?
The bureau does not carry that kind of meaning. It sets where the stars sit and when the decades turn, nothing more. Stability in a chart is read from the stars themselves - Tian Fu and Tian Xiang placements, the state of the Life Palace and its triangle - not from the bureau's element.
Does the bureau affect my luck?
Indirectly, and completely. It decides where every major star is placed and when each ten-year cycle begins, so it shapes the whole reading. What it does not do is grade the chart: no bureau is luckier than another.
How do I find out if I am Earth 5?
It has to be computed from your birth date and hour, because the Life Palace must be located before the bureau can be derived. A cast chart shows it in the centre of the grid.
